A 4070 gpu in a laptop has nowhere near the same ability as a 4070 gpu in a PC. It should be able to handle it, but you might not be able to push everything to maximum graphics. The minimum specs are listed on GSPro website, id reference those.
It should run it fine though. Halo on max graphics is not easy on the system.
