Did you mention that it wasn't the officials that caught it. A spectators call in tip was the cause.
I don't pay much attention to these events because of this type of fooliness. I love golf but these issues are embarrassing.
Technically those are waste areas and grounding your club in a waste area is the same as a bunker. So they didn’t really treat them as bunkers, you have to rake a bunker after you hit a shot, you do not disturb a waste area anymore than what your shot does, and you would not take it after your shot.

With the law of golf is in force and the rule is questionable, if in doubt ask . It takes seconds to ask and the pay off for asking is huge in his case. Sorry that rule bit him.
That looks like dirt, this was an easy excuse to screw over a good player on his way to a Championship…..golf is cool, the "judges" and rules they conjur up is not.
PGA gives penalties like this for rule infractions then decides to merge w/ the LIV Tour after all their squawking about morals…. Ok

To be fair, it dont matter if i set my club in a trap… it's still gonna take 3 shots for me to blade it 20 yards over the other side of the green into the other trap.
Yeah, that is pretty much bullshit. That looked more like dirt than sand to me. And if a player took a divot in the fairway that had to be filled with sand, does that become a bunker? Golf's rules officials have decided they want to become as famous as some baseball umps or something?

Courses should be required to designate where bunkers are, specifically. Circle then on a map or something. A blanket rule that all sand is a bunker is absurd.
Let’s say some sand piles up on the green from it splashing out of a green side bunker. If your ball stops on that small pile of sand, is it a bunker on the green? The answer is no. The rule would say yes.
