The player’s ball has come to rest on top of a banana peel in a penalty area, does the player get free relief?

A.
No, a banana peel is a loose impediment, so there is no free relief from the loose impediment. Although the player’s ball is within a penalty area, they could move the loose impediment if they wish, but they must be careful not to cause the ball to move. As the banana peel is completely under the ball, there would no chance of moving it without causing the ball to move, and thus incurring a one stroke penalty.
Rule 15.1
If the player does not wish to make a stroke at their ball, they can proceed under Rule 17.1d – penalty area relief options.
