Why is barging into another horse, acceptable by the stewards, but using your whip 4 times above the permitted level, results in disqualification?
Jim Crowley could have prevented Anmaat bumping into Economics -, had he taken a pull, and kept his horse straight. For sure, this would have compromised his chance of winning.
As far as i am aware, Jim Crowley wasn't punished for careless riding.
So failure to prevent significant contact with another horse is ok, but using the whip 4 times above the permitted level results in disqualification.
You couldn't make it up!
