played golf 30 years across various clubs… never had issue with shoes changed outside near car after you park etc….

I can imagine certain courses do not want to see a bunch of people changing shoes in the parking lot. The muni course I play could care less 😉
In UK it’s the pro shop or reception booth mostly where you check in etc not the clubhouse.
