Why does this opponent (person attending the flagstick) incur a loss of hole penalty?

A.
They deliberately deflected the ball in motion.

In stroke play, the person attending the flagstick (fellow-competitor) would incur a penalty of two strokes and the stroke must be cancelled and replaced and replayed.
