Ball has to still be moving.. shouldnt get penalized

That's messed up. You get 3 minutes to find your ball, but 10 seconds to wait for a ball to fall.

10 seconds is far too short. Im not saying it should be a minute, but 30 seconds seems reasonable – especially when youre looking at it as its clearly moving trying to ascertain if you can even hit it
