You can say he fumbled but in the same time ball came to a rest for a split second when he got possession and I guess that’s what she thought when she called it.
This is considered a FUMBLE and that's why it isn't a double dribble since the ball was never in his control really. You could make a case for traveling more than you could for a double dribble here

There are two kinds of fumble.
-before and after dribble.
-in thise case, he fumbled before dribble.
