Laguna Beach Police Arrest African-American Walking Near Freedom Protest

Half a block from a closely monitored protest to end California’s lockdown, Laguna Beach police detained, searched and arrested an African-American who was about to cross the street. People of all races attended the protest but the one person arrested was an African-American. There was some question as to whether there was reasonable cause to even detain him. Were the syringes they seemingly found and showed off when they searched what may have been his belongings insulin or other prescribed medication? Were the syringes even his? Did the police have the right to detain, search and/or arrest?
