Unless Spurs want Kane to go to a PL club on a free next year, they have to work with Bayern or PSG now. Levy doesn't have any cards to play here. His best bet is to sell him to Bayern now to keep him from going to a PL rival.
I'm baffled every year by the size of transfer fees. It's like Monopoly money. Newcastle United––the entire club––was sold last year for £305M. Arsenal have already spent £200M on just three players this summer. None of it makes sense.

I think you Journalists should have red the whole Uli Hoeneß interview regarding Kane. Hoeneß said Kane wants to play international and luckily Tottenham does not.
My guess is, Kane would prefer the Champions League. He further knows at almost 30 he does not get much chances at Tottenham to play CL or even win it.
You can never guarantee the titel, but Bayern is the second best CL Team in the last 10 years if you look at the Ten-year club coefficients.
He will have a fighting chance to win CL with them. In worst case scenario Kane will win 2-4 Bundesliga titels and DFB-Pokals and return to England at 33 and still break the goal scoring record.
You raise the question what can Tottenham do to make Kane sign a new contract. The answer was: Play international Cups this season. Or get to a top 3/4 spot if he has to stay at Tottenham. But i dont see it.
