No the infield fly rule is designed to protect runners on the base, not give missed outs to a bad infielder communicating unfairly. We can’t see if there are runners on 1st or 2nd that would be forced to advance, and since that’s who the rule is designed to protect there’s no way for us to make a determination based on the information in this video. I was an umpire for 6 years.
1) Too deep to be a fly out.
2) We don't know how many outs there are.
3) We don't know anything about if or how many runners are on base.

in my opinion, the answer is yes. The rules point to infielder being able to make the play “with ordinary effort”. If you imagined the average MLB shortstop, would they be able to make this play? The answer is yes, the average shortstop would be able to track and camp under this ball. It does not matter that the ball is technically in the outfield. Was it miscommunicated? Yes, but that does not change the ruling.
