In this video, Neil Tappin is joined by golf rules guru Jeremy Ellwood to look at the 2023 rules revisions. The R&A and USGA have just released some tweaks to the rules and the GM team discuss what they are and what it means for golfers. Whilst this might not be the major overhaul that we saw in January 2019, there are some important changes well worth knowing!

it is smart of them to transition from print to electronic. I work in an industry that updates its rules every 3 years, and despite two cycles where they released the updated rules in electronic format; they have gone back to only selling them printed on paper; which is annoying considering the awkwardness of carring around a paper tome in case you need to refer to it.
