Rule 3.2b(1) –> "A concession made while the opponent's ball is still in motion after the previous stroke applies to the opponent's next stroke, unless the ball is holed (in which case the concession does not matter)."

Official ruling: it applies to the next shot once the ball is in motion. Secondary ruling: never play with this guy again.
Blakey, I think you did very well to keep your cool dealing with that muppet. All joking aside, most people would know a member or 2 at their club who have the potential to be confrontational in a situation like this and it is important that players know about protecting their rights and requesting a ruling if they need to.
I'd never play with that person again and probably tell the club captain that person is poisonous.
Hi Blakey, similar to hitting a provisional ball, in the case of 20.1b(2) do you need to say the words “requesting a ruling” to make the request legitimate? or just indicate you will get a ruling on the situation when possible? Thanks for the rules videos.
