Is a safety fence an immovable obstruction?

Yes, and a player would be able to get free relief from the obstruction if they have interference for a reasonable stroke, as long as the obstruction is inside the course.
If it was a boundary fence, there would no free relief.
The Committee could make the safety fence an integral object (no free relief) if they wish.
