What is the ruling when a player’s ball is overhanging the lip of the hole?

A.
The player has reasonable time to get to the hole, and then a further ten seconds to wait to see if their ball will drop.
Within the ten seconds, the player may mark, or tap the ball in. If the ball falls in by itself, it counts as being holed by the previous stroke, no penalty strokes are added.
After the ten seconds, the player may mark, or tap the ball in. If the ball falls in by itself, it counts as being holed by the previous stroke, add one penalty stroke.
