If an immovable obstruction is only interfering with your line of play, are you permitted free relief?

A.
Only IF, your ball is on the putting green. There is no free relief for interference by an immovable obstruction when your ball is in the general area, in a bunker, in a penalty area, or in the teeing area.
If you have interference with your line of play by a Temporary Immovable Obstruction, then you may be able to gain free relief. This is a Local Rule that has been adopted by the Committee.
