If after taking correct relief from a penalty area, you are still standing in the penalty area, but your ball is not touching the penalty area (is correctly placed in the relief area), then are you permitted to drop your ball again?

No, you are not permitted total relief from penalty relief, you are only taking full relief for the ball, not full relief for swing, stance, or line of play.
