If a ball lands in a shoe and the shoe is inside the penalty area, does the player get to drop in the general area?

A.
No, if the reference point (the spot on the ground directly below where the ball came to rest in the shoe) is in a penalty area, then the player is permitted to take a free drop, but this must be within one club-length, no nearer the hole, inside the penalty area.
