Yes, internal out of bounds can be used by a Committee to ensure safety of players/spectators, and to maintain the design of a hole.
With the continual advances in technology, the driver and golf ball have been able to fly longer, meaning that current designs (such as dog-leg par 4 and 5’s) can be albeit eliminated.
The Committee can adopt Local Rule A-4, and place white stakes/lines inside the course that acts as a boundary line for one hole, but not others.
The stakes are immovable obstructions when playing another hole on the course.
