Player's Ball Moves on Putting Green – Golf Rules

Just prior to the player going to tap their ball in, the ball slightly moved. Does the player incur a penalty?

A.
As the ball was at rest on the putting green, there is no penalty incurred by the player.
But it needs to be established whether the player caused the ball to moved, or whether it was natural forces (wind, water, gravity) that caused the ball to move. This is because if it was the player, the ball must be replaced. If it was wind, the ball is to be played as it lies.
In the end, it was established that natural forces caused it to move, because there wasn’t at least 95% virtual certainty that the player had caused it to move.
