How a Committee Can Treat Bunkers During COVID – Golf Rules

During COVID, when rakes are not supposed to be in bunkers, what options do Committees have for players whose balls land within them?

A.
Committees can:
Declare the bunkers as play it as it lies; or
Declare the bunkers as totally out of play – no play zones (abnormal course conditions), you must take free relief; or
Declare the bunkers as Ground Under Repair, you may take free relief, or you may play it as it lies; or
Declare the bunkers as part of the general area, in which the player can proceed with a preferred lie in the bunker. Placing their ball within a specific distance of where it came to rest, no nearer the hole.

Committees could specify there is only preferred lies for those balls that are in messy areas, but this is far too subjective, and I wouldn’t recommend it.
