When setting up to hit the ball, the player’s ball looks to have moved. Is there a penalty, and what is it?

A.
Yes, it is visible to us looking through a zoomed in camera that the ball has moved around 1-2mm. The Committee will assess whether this movement was visible to the naked eye, and whether the player is liable for a penalty.
If they deem that it was visible to the naked eye, Jon was required to replace the ball and incur a one stroke penalty. But because he didn’t replace the ball, the penalty is the general penalty.
