Tiger’s ball came to rest next a large rock, don’t the Rules state that he has to play it as it lies?

A.
Loose impediments aren’t considered part of the lie of the ball, and therefore wherever the player is, they can have them removed.
Stones and rocks are considered loose impediments provided they are not solidly embedded in the ground.
If you just happen to have a group of people (other players, or spectators) then you are permitted to get them to help you in moving the loose impediment. If the ball moves in this case, then the player incurs the penalty.
