If you miss the ball, but manage to cause it to move, possibly due to the wind of the swing, does it count as a stroke or a penalty stroke?

A.
As the player had intention to make a stroke at the ball, the stroke counts. They can now either play the ball as it lies, or if the ball is still within the teeing area, the player can re-tee the ball anywhere within the teeing area, and now be playing their second shot.
